Evidence ledger
Source authority and claim status are separate. UNKNOWN is not NO.
Variation and local reactions
Famitsu discusses pedestrian body variation and reactions to weapons held openly.
What this does not prove: More varied presentation does not prove a unique simulation, identity or persistent schedule for every pedestrian.

The interview connects observed crime with civilian reporting and police knowledge.
What this does not prove: A witness report does not prove that every nearby person remembers the event, that memories spread citywide, or that all witnesses behave alike.

Exact proximity thresholds, dialogue availability and animal-interaction coverage remain unverified here.
What this does not prove: A dog or a conversation in promotional media does not establish that every animal can be interacted with or that every conversation is player-triggered.

Claims that every NPC remembers for days or retains memory after reload or death lack evidence in the checked record.
What this does not prove: Unsupported means this claim has not passed our evidence gate, not that Rockstar has confirmed such behavior is impossible.

- 01Player action
- 02Local reaction
- 03Possible witness report
- 04Police knowledge
Editorial chain of distinct observations. It does not imply that every NPC reports, shares knowledge or remembers indefinitely.
A reaction is an observation, not a whole AI specification
Someone moving away from an exposed weapon is a reaction. A person contacting police is a report. A later encounter in which that person recognizes the protagonist would be a persistence observation. These are different claims and should not be collapsed into a single headline about advanced AI.
The page's evidence ledger keeps those distinctions visible. It does not infer an unseen memory database from a short sequence. That makes the current answer less sensational, but much more useful when a future interview or release-build test answers one of the open questions.
Weapon visibility is a specific trigger context, not a universal explanation for every civilian response. GTA 6 Weapons →
Witnesses and police knowledge are connected, not identical
A crime can become known through a witness in the described system, but civilian knowledge and police knowledge still need separate evidence. The presence of a crowd does not establish how many people report, the report delay or whether all of them recognize the same details.
A useful future test would record who could see the event, what the game displayed and what changed during a later encounter. It would also distinguish a scripted mission response from free-roam behavior. Without those controls, ordinary spawning or a mission flag can look like persistent personal memory.
The wanted-system page owns Heat, recognition vectors and the limits of evasion claims. GTA 6 Wanted System →
Supported reactions versus unsupported memory claims
The supported side is specific: a described behavior in a documented situation. The unsupported side adds universality or duration without evidence: everyone remembers, memory lasts for days, the whole city knows, or a reload preserves every detail. None of those additions follows automatically from a more reactive world.
Unsupported is not a synonym for disproved. If an official explanation or repeatable final-build result establishes persistence, the relevant record can change state. Until then we keep memory duration and reset behavior explicitly unknown instead of replacing uncertainty with either hype or a categorical no.
The evidence methodology separates not verified from officially ruled out. GTA 6 Confirmed vs Rumored →
Proximity, following, conversations and animals
Following a pedestrian, listening nearby, choosing dialogue and interacting with a dog are distinct interaction questions. A scene may contain more than one, but that does not prove a universal prompt, fixed proximity radius or unlimited conversation system. This update does not invent those values or control mappings.
Official media can be used to show a particular setting or action when the depiction is clear. It cannot alone tell us how often that action occurs, whether the player can initiate it, or whether the same behavior is available in another region. Those boundaries matter as much as the image itself.
The activities hub uses the same distinction between something depicted and a verified repeatable activity. GTA 6 Activities →
Population, animation count and meaningful variety
The existing page's animation figure must not be recast as a population total. A game-wide animation count and a number of pedestrians measure different things. Neither is a shortcut to a claim that every NPC is unique, equally interactive or permanently tracked.
For future coverage, density, visual variation, dialogue, resistance and memory deserve separate measurements. That creates a useful knowledge record without a page farm for each AI buzzword. Criminal Profile can be connected to reactions while remaining a separate system with its own unknown values.
Conduct and world response are connected here without asserting a shared universal memory system. GTA 6 Criminal Profile →

Does GTA VI have 600,000 NPCs?
The existing reported figure concerns animations across the game, not an NPC population. Do not convert one count into the other.
Can NPCs react to an openly held gun?
Nelson's interview describes reactions and distinguishes holding a weapon from merely carrying a long gun.
Can witnesses call police?
Witness reporting is described. Exact reporting delays, coverage and mission exceptions are not fully specified.
Do all NPCs remember you for days?
That universal duration claim has not passed the evidence gate. Memory length remains unknown.
Does NPC memory survive reloading or death?
Persistence across those events has not been verified. We neither promise it nor label it impossible.
Does the whole city share knowledge of your crimes?
A local report does not establish citywide shared memory. Such a system would require separate evidence.
Can you follow, greet or threaten every pedestrian?
The complete interaction coverage, prompts and proximity rules are not established here.
Can you pet every dog?
A depicted animal interaction cannot establish universal availability for every dog or a complete animal-interaction system.
What will change this file?
A new attributable interview, an official specification or a repeatable released-build result can update an individual claim. We record the source, build and context rather than converting a preview into a final rule. Unsupported values remain empty, and future detail routes stay out of the sitemap until they can answer a real question.
