Rockstar has shown and described richly authored interiors, but no official source currently confirms that every building, any fixed percentage of buildings, or a specific count of buildings will be freely enterable in the released game.

Direct answer
Official media visibly contains apartments, clubs, stores, work spaces, garages, and safehouse rooms. First-hand reporting describes unusually detailed, deliberately authored rooms. Neither fact proves universal free-roam access.
Modeled interior versus enterable space
A room may exist for a cutscene, mission, transition, vista, or active exploration. Only final access rules can establish whether a player can enter it freely, at a particular time, or at all.
What the safehouse preview supports
Famitsu's direct interview supports changing, more complex safehouses with residents and schedules. That is evidence for interactive safehouse spaces, not a complete property or building-access list.
Unsupported numeric claims
Rockstar has not published a 700-plus enterable-building count and has not said that every building is enterable. Patent references, leaked footage, frame counts, and visual facades do not close that evidence gap.
Launch verification checklist
The release audit will record free-roam entry, mission-only entry, chapter restrictions, loading behavior, opening hours, and persistence as separate fields.
